1351.01 ERECTION AND ALTERATION; CONSENT OF COUNCIL REQUIRED.
   Sheds or any building for the feeding or sheltering of animals or fowl may only be erected or altered by special consent of Council after consideration of the factors outlined below and only after a finding by the City Council that said factors constitute a hardship which justifies the issuance of a building permit for one of the aforementioned structures. Barring such a finding of hardship by City Council, the structures listed above are prohibited. City Council shall consider the following factors in determining the existence of a hardship:
   (a)   The applicant has a demonstrable disability which necessitates the construction of the requested structure as a reasonable accommodation;
   (b)   The applicant's property is configured in such a way as to present circumstances unique to the property;
   (c)   The applicant can demonstrate that the refusal of said permit will cause an unreasonable burden on said applicant;
   (d)   The granting of the requested permit will not cause damage nor constitute a nuisance to neighboring and/or adjacent properties.
