(a) All site plans, grading plans or improvement plans submitted with applications for building permits shall be subject to the approval of the City Engineer to determine that the plans conform to the approved improvements plans for the development and that proper provisions have been made to permit drainage of surface waters during and after the construction.
(b) A detailed master grading plan for new residential and commercial construction in all zoning districts must be prepared and submitted to the City Engineer, which shows all swale high points, routes, slopes and discharge points, and all control elevations along their routes.
