To ensure that the Planning Commission/Architectural Review Board is given the opportunity to exercise the duties of protecting the property on which buildings or structures are constructed or altered from impairment or destruction of value, it shall receive and pass upon all plans of all new buildings or structures erected, and the alterations, improvements, repair, additions and movement of existing buildings. If the Planning Commission/Architectural Review Board determines that it is necessary to secure outside professional assistance and advice on plans, the cost of such professional services shall be paid by the applicant.
