1333.04 BUILDING AND LANDSCAPING DEPOSITS; LICENSING AND PERMIT FEES.
   (a)   Deposits. Deposits are required to reimburse the City for expenses incurred for additional or supplemental engineering, legal or other services rendered as a result of the non- compliance with any building permit, special use permit or landscaping requirements. The balance of any portion of a deposit must be claimed from the Building Department at the end of construction.
      (1)   Residential.   
         (U-1, U-2, U-2A, U-7A (Residential), U-7C and U-7D)

      (2)   Commercial.

   (b)   Permits which are to be issued for residential occupancies, governed by the OBC, shall pay an additional assessment of one percent (1%) in accordance with OAC 4101:8-1-03.
   (c)   Permits which are to be issued for commercial occupancies, governed by the OBC, shall pay an additional assessment of three percent (3%) in accordance with OAC 4101:2-1- 50.
   (d)   No person shall build, erect, construct or materially alter any dwelling or other building within the City or supervise the same unless such person shall first have secured a license to do so.
      (1)   The fee for a building contractor's license (licensee to hold a State of Ohio license) shall be one hundred fifty dollars ($150.00) for the first year and seventy five dollars ($75.00) per year for renewal of the same. Licenses shall expire on December 31 of each calendar year.
      (2)   Any person or firm applying for a license after November 15 shall be issued a license that will expire on December 31 of the following calendar year and shall pay a fee of twenty-five dollars ($25.00) for the remainder of the calendar year and a seventy-five dollars ($75.00) fee for the subsequent calendar year.
      (3)   Any person or firm applying for a license shall prior to its issuance, post a Surety Permit Bond in the amount of ten thousand dollars ($10,000) and a certificate of insurance with at least five hundred thousand dollars ($500,000) of personal injury coverage and three hundred thousand dollars ($300,000) of property damage and naming the City of Warrensville Heights as an additional insured in a form satisfactory to the Building Commissioner, providing for the payment of any damage which may happen to any tree, pavement, street or sidewalk, or to any pole or telephone, communication or electrical wire belonging to the City for which repairs the City may be held responsible, whether the damage shall be inflicted by such person or his agents, employees or workmen. Further, such persons shall hold the City harmless against any liabilities, judgments, damages, costs and expenses which may in any way accrue against the City in consequence of the granting of such permit or license or the performance of any work thereunder.
   (e)   The Building Commissioner shall review the application for compliance, as required by this Building Code, fix the fee to be paid, to include a one hundred dollar ($100.00) base fee, and collect and give receipts for the same according to the following schedule:

(13)   Miscellaneous Permit Fees.
   A.   The fee for a permit for construction of footings, foundations or basement or cellar walls before a permit is issued for the superstructure shall be one hundred dollars ($100.00) for buildings of a Class U-1 use. For a building of all other use classes, the fee shall be two hundred dollars ($200.00) in addition to the amounts prescribed elsewhere in this chapter.
   B.   The fee for any separate permit for the erection, installation or placing of any elevator, lift, crane or derrick shall be as follows:
      1.   Passenger elevators: Ten dollars ($10.00) per story (minimum fee $50.00).
      2.   Freight elevators: Ten dollars ($10.00) per story (minimum fee $25.00).
      3.   Cranes or derricks: Twenty-five dollars ($25.00)
