ARTICLE XI
CHARTER REVIEW COMMITTEE
   On January 1, 1965, at least once every five (5) years thereafter and no later than the second Council meeting in January in said year, a committee shall be appointed of nine (9) qualified electors of the Municipality to be known as a Charter Review Committee. Appointed members shall hold no other municipal office or appointment, shall not be an employee of the Municipality and shall not hold any elected position. One (1) member from each ward shall be appointed by the Council member in each ward, and the Mayor shall appoint two members to this committee. In the event that a Council member is unable to make an appointment, then the Mayor shall have the authority to make the remainder of appointments to this committee. Such Committee shall review and recommend to Council not less than one hundred eighty (180) days prior to the next November election, any alterations, revisions, and amendments to this Charter as in its judgment seem advisable. The Council upon approval by at least two-thirds (2/3) vote of all the members elected to Council shall submit said approved, proposed alterations, revisions, or amendments to the County Board of Elections no later than ninety (90) days prior to the next November election to be submitted to the electors at said November election. Each said Charter Review Committee shall cease to function on the day of the next November election following its appointment. The members shall serve without compensation unless otherwise provided by ordinance.
