Not later than the thirty-first (31) day of December, 2000, based upon the federal census of the year 2000, thereafter within sixty (60) days after the proclamation by the Secretary of State of Ohio announcing the population of municipalities in Ohio as determined by the census, the Council shall create seven (7) wards in the Municipality. Each of the seven (7) wards shall be substantially equal in population. Each ward shall compose of contiguous and compact territory bounded by natural boundaries and street lines insofar as the same is practicable to the need of the population of each ward will have representation equal to that of the other six (6) wards in the government of the Municipality. Not later than sixty (60) days after the proclamation by the Secretary of State of Ohio announcing the population of municipalities in Ohio as determined by each recurring federal census, the Council shall cause the adjustment of the boundaries of the seven (7) wards so that following each adjustment, the substantial equality in population and contiguous and compact territory of each of the seven (7) wards shall be maintained. City Council may retain such experts as necessary to effectuate the provisions of this section.
Family members are prohibited from concurrently serving on Warrensville Heights City Council. Further, the Administration is prohibited from hiring or appointing family members. "Family members" include the following relatives, regardless of where they reside: (1) spouse; (2) children (whether dependent or not); (3) siblings; (4) grandparents; (5) parents; (6) brothers and sisters and (7) grandchildren. It also includes any other person related by blood or by marriage and living in the same household.
