No person shall remove, destroy, cut down, prune, spray or injure any tree, ornamental plant or shrub in any public street, tree lawn or public ground within the City, except with and in conformity with the written permission of the Building Commissioner, which permission shall be given when the Commissioner finds that the proposed action is necessary to preserve the appropriate use of such street or public ground.
