All persons within the Municipality desiring the delivery of water upon their premises shall, upon making request for same, deposit the sum of five dollars ($5.00) with the Director of Public Service. This fee shall be charged for each delivery requested.
The Director is hereby directed to make a report to the Director of Finance at the end of each month, showing the receipts received and the disbursement made of such receipts.
