(a) Any existing walk or flagging which differs in grade from the adjacent walk or flagging by an amount exceeding three-eighths inch shall be deemed unsafe and dangerous to the public and shall be repaired or replaced.
(b) Any existing walks or flagging whose grade is such that water collects or stands thereon shall be deemed a menace to the public and shall be repaired or replaced.
(c) Any walk or flagging which is more than twenty percent broken, has cracks exceeding one-eighth inch in width or shows evidence of disintegration, is hereby condemned and ordered repaired or replaced.
(d) The Building Commissioner is authorized to decide the type of walks to be installed in replacement and repair work.
(e) Any and all existing sidewalks or parts thereof which fail to conform to the standards herein set forth are hereby condemned and ordered repaired, relaid or replaced.
