Under the direction of Council, the Building Commissioner or his designated assistant shall supervise the construction, repair or alteration of necessary sidewalks, curbing or gutters or parts thereof, and shall issue permits for such work as required. The Chief of Police is charged with the enforcement of this chapter where any violation may affect the public safety and welfare.
