In the event such trash container becomes overloaded, unsightly or is creating offensive odors, such container shall be declared a nuisance. The Building Department shall forthwith issue a notice to the tenant, property owner or the owner of the trash container and in the event the violation is not corrected within three days, the permit shall be revoked and the trash container shall be removed from the property.
