(a) No person, firm or corporation shall use a vehicle to plow or remove snow from private property in the City for a fee or charge of any kind without first securing a permit from the Police Department for such vehicle.
(b) No person, firm or corporation, being the owner, lessee, agent or tenant having charge of lots or lands within the Municipality, shall allow any person, firm or corporation to plow snow thereon, unless such person, firm or corporation is licensed to do so under this section.
