The removal of topsoil or loam for commercial purposes or otherwise from any land within the Municipality, except so far as necessary for the erection, construction or alteration of buildings or the installation of sidewalks or driveways, is hereby prohibited unless the owner of the property from which such topsoil or loam is to be removed first obtains a written permit from the Building Commissioner authorizing such removal.
A fee of ten dollars ($10.00) for each acre to be stripped shall be charged for such permit. The minimum fee is ten dollars ($10.00).
