741.06 RESPONSIBILITY OF CHIEF OF POLICE.
   It shall be the duty of the Chief of Police to refuse such a permit to:
   (a)    All persons having been convicted of any crime;
   (b)    All vagabonds;
   (c)    All minors.
   Otherwise, it shall be the duty of the Chief of Police to grant such permit.
