(a) The purpose of this chapter is to regulate peddlers, solicitors and itinerant vendors in order to prevent fraud and crime and to protect the privacy of residents within the Municipality.
(b) No person shall sell or offer for sale, barter or exchange, solicit the purchase of, or gift of, any goods, wares, merchandise or other articles or value, or solicit funds for any purpose or cause, or offer any services for hire or commission from a vehicle or on foot, in any place in, upon, along or through the street, avenues, alleys or other public places within the Municipality, or in, at, or near any private property within the Municipality unless such person is the holder of a license which is in full force and effect and issued pursuant to the provisions of this chapter, which license such person shall at all times have with such person while exercising such calling and exhibit to any prospective purchaser, any person being solicited, police officer or official of this Municipality upon demand.
