The Mayor is authorized to issue licenses and registrations to exhibitors of mechanical game devices upon fulfillment of the requirements set forth in this chapter and upon the payment of the following fees:
(a) For one-dollar ($1.00) to five-dollar ($5.00) mechanical game devices, the fee shall be ten dollars ($10.00) each per year.
(b) For five dollars ($5.00), ten dollars ($10.00) or higher denomination mechanical game devices, the fee shall be one hundred dollars ($100.00) each per year.
However, no license or registration shall be issued to an applicant until the Mayor shall have found that such applicant is of good moral character, the lack of which on the applicant shall be deemed grounds for denial or revocation of such license and registration by the Mayor.
