No exhibitor shall install or permit the use of any mechanical game device without first obtaining an exhibitor’s license and registration therefor from the Mayor. The Mayor shall not issue a license or registration to any exhibitor who installs or proposes to install any gambling device per se. The Mayor shall not issue a license or registration for any device that is adapted to or may be readily converted into a gambling device. Such license and registration shall be issued only to persons of good moral character and shall not be transferable to any other person.
