705.06 INVESTIGATION OF APPLICANT; ISSUANCE OF PERMIT; APPEAL; FEE.
   The Mayor shall cause an investigation to be made as to the character of the applicant and of the person who is to have the general management of the business. The application shall be rejected if the Mayor finds any of the persons named in the application not of good moral character, or that any of the persons have previously been connected with any billiard room where the license has been revoked, or where any of the provisions with reference to billiard rooms have been violated, or if the billiard room sought to be licensed does not comply in every way with the regulations, ordinances and laws applicable thereto.
   If the application is rejected, the applicant shall be notified in writing of the reasons therefor, and shall then have the right to appeal to Council, which, after full hearing, shall either confirm the rejection or order the permit issued. Such appeal shall be taken within ten days after notice of rejection of the application and shall be heard at the next ensuing regular meeting of Council.
   Every party to whom a permit is granted shall pay an annual fee of four hundred dollars ($400.00) for the first table, and sixty dollars ($60.00) for each additional table, provided that when the applicant is a society or club not organized for profit, no fee shall be charged for the use of any table or tables.
