545.21 REMOVAL AND ABANDONMENT OF SHOPPING CARTS.
   (a)   No person shall remove or permit to be removed any shopping cart from the premises of any shop, store, grocery or supermarket in the City regardless of any intention to convert such cart to his own use. “Shopping cart” means any rolling or nonrolling basket or container such as is used in shops, stores, groceries or supermarkets.
   (b)   No person shall abandon or permit the abandonment of any shopping cart from a shop, store, grocery or supermarket in the City.
   (c)   Any shopping cart found abandoned on any street, alley, sidewalk or other public or private place within the City may be impounded by the City. Any shopping cart found on adjacent parking lots of the business premises one hour after closing of the business to the public or one hour before the opening of the business to the public may be impounded by the City. Any impounded cart may be recovered by the owner thereof upon the payment of not less than fifty dollars ($50.00) per cart. Any such cart not claimed by the owner within thirty days after impounding shall be forfeited and may be sold by the City to cover expenses incurred in the manner provided by law or the City may otherwise dispose of said cart at the City’s discretion.
   (d)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
