(a) It shall be the duty of the owner and tenant of each and every parcel of real estate in the Municipality abutting upon any sidewalk to keep such sidewalk abutting his or her premises and any driveway located on his or her premises free and clear of snow and ice and to remove therefrom all snow and ice accumulated thereon within a reasonable time, which will ordinarily not exceed twelve hours after the abatement of any storm during which such snow and ice may have accumulated.
(b) No person removing snow and ice from any driveway or sidewalk within the City shall deposit same on the pavement or sidewalk of any public street or on any tree lawn in any public street, except the tree lawn immediately in front of the premises from which the snow and ice are removed.
(c) Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
