A. Any person convicted of a violation of the provisions of this chapter, shall be fined twenty five dollars ($25.00) except any person violating any provision of section 5-3-13 of this chapter shall be fined two hundred fifty dollars ($250.00).
B. The fact that a vehicle illegally parked is registered in the name of any person shall be considered prima facie proof that such person was in control of the vehicle at the time of such violation.
