No cat shall be permitted on streets or other places within the City, except upon the premises of the owner, without a valid, current license or tag, issued by proper governmental authorities, indicating that the cat has been inoculated against rabies. The animal control officer is authorized to capture, impound and destroy any such cats in the manner provided in section 4-4-9 of this chapter. An owner may redeem a cat which has been impounded upon the payment of the redemption fee as set forth in section 4-4-10 of this chapter and upon proof that the animal has been or will immediately be inoculated against rabies.
