No persons shall engage in the activity of selling, distributing, or soliciting orders for any product, merchandise, or service within the town without first securing a registration certificate as provided in this chapter; provided this chapter shall not apply to the sale of newspapers of general circulation, nor shall it apply to the circumstances excluded under § 110.05.
