Wheeled vehicle operators shall not endanger themselves or others by carrying objects that would materially obscure their vision or impede their ability to stop safely and quickly. In addition, wheeled vehicle operators shall not suddenly and intentionally dismount a wheeled vehicle, thereby losing control of that vehicle and causing a hazard to persons or property.
