§ 73.03  OPERATING ON PUBLIC RIGHTS-OF-WAY.
   (A)   Every person operating a wheeled vehicle upon a public roadway shall ride as near to the right-hand side of the public roadway as practical, exercising due care when passing a standing vehicle or one proceeding in the same direction.
   (B)   Persons riding wheeled vehicles upon a public right-of-way shall not ride more than two abreast except on surfaces, if any, set aside for the exclusive use of such wheeled vehicles.
   (C)   When a usable path for wheeled vehicles has been provided and marked, persons operating such wheeled vehicles shall use that path and not use adjacent property, including but not limited to adjacent areas of public rights-of-way.
   (D)   No wheeled vehicle shall be used to carry more persons at one time than the number for which it is designed and equipped.
