§ 52.53  NONRECURRING CHARGES.
   (A)   The following shall be considered nonrecurring charges.
      (1)   Taps.  A tap charge shall be collected from each customer, prior to connection to the water system, in an amount sufficient to reimburse the town for the labor and materials necessary for tapping the main and installation of service from the main to the curb stop and the cost of furnishing and installing a suitable water meter.
 
5/8-inch to 3/4-inch meters
The charge for this installation shall be $750.
1-inch or larger meters
The charge for this service shall be the labor and material but in no event shall be less than $750.
 
      (2)   Deposits.  Unless waived or modified by the Clerk- Treasurer's office for good cause shown, the following deposits shall be paid at the Clerk- Treasurer's office prior to the furnishing of water through the customer's meter. Further, any such waiver shall be reported to the next public Council meeting, and noted in the record of the proceedings of that meeting.
         (a)   Base deposits.
            Temporary construction site      $75
            1-inch or larger meter         One months' estimated billing
            Smaller than 1-inch meter      $50
         (b)   Surcharge deposits.
            1.   Unless it is established to the reasonable satisfaction of the Clerk-Treasurer's office that the person responsible for a meter's billing (the customer) includes the owner of the premises to be served as shown in the records of the Huntington County Courthouse, the required customer deposit shall be surcharged in an amount equal to two times the base deposit shown above in this division (2).
            2.   If the person responsible for a meter's billings (the customer) has a current unpaid, or within two years has had a substantial and either recurring or long-standing delinquent, account balance with the town, the required customer deposit shall be surcharged in an amount equal to two times the otherwise applicable meter deposit, except that the deposit shall in no event aggregate more than four times the otherwise applicable base deposit shown above in this division (2).
            3.   If the final customer billing is not paid in full by its due date, the customer's base, and any surcharge, deposit shall be forfeit to the town's water utility and be applied first against the customer's then unpaid account balance, with any remainder to be deposited in the general funds of the utility.
      (3)   Service call.
         Thawing pipes         First time free; second time in any one 12-month period, $37.50
         Other services         Cost, but not less than $37.50
      (4)   Reconnect/disconne ct.  By town employee (paid before service performed)
         Regular hours         $ 15.00   
         Overtime hours      37.50
      (5)   Bad check, $ 15
      (6)   Meter tampering.
         First and second time
         (Each customer)      Town's cost of parts, labor, equipment and overhead, plus town's estimate of cost of water used and not metered
         Third time         Same as above plus discontinuation of service
   (B)   The water meter shall be read at the conclusion of each approximate monthly billing  period, conditions permitting, and when otherwise, billings shall be based on estimated water usage.
