Rates and charges for the use of and service rendered by the waterworks system of the town, based upon water availability and/or the receipt of water supplied by that waterworks shall be as follows:
(A) Metered rates.

(B) Minimum charge. Each user shall pay a minimum charge in accordance with the following applicable size of meter installed for which the user will be entitled to the appropriate quantity of water computed in accordance with the above schedule of rates.

(E) The rates and charges fixed above shall apply to individual customers; they shall not be construed to permit multiple customers being served through one meter, except as expressly authorized in advance in writing by the Town Council.
