No interconnection shall be established whereby potable water from a water supply other than the regular town's public water supply may enter the supply or the town distribution system unless such other supply and the method of connection and use of such other supply is approved by the Town's Council and by the Environmental Management Board under Rule 320 IAC 3-9.
