No connection or alteration shall be made leading to the water meter, whereby water may be released without passing through the meter. Should it become necessary, through the process of making repairs or alterations in the pipeline to which the meter is attached, that the meter be removed, an application shall be made to the Superintendent for such removal, and water shall not be turned into same again until after proper inspection is made by the Superintendent or his authorized agent, and the work approved.
