Wherever the meter is set on the customer's premises, the customer shall be required to keep the surroundings around the meter clean, dry, and easy of access, and to protect same from freezing. Any or all damages done to the meter by the owner, agent, or occupant while the meter is in service, or by hot water being poured on or forced back through the meter, will be charged to the account of the metered services and must be paid on or before the next payment of water rents, or all further services will be withheld until all costs and water rents are paid.
