Application for the use of water shall be made in writing by the owner of the property, and the owner of the property shall be held responsible for all bills for the use of water. The application shall be made at the office of the Clerk-Treasurer, giving the location of the premises to be supplied, the name of the persons who will use the water, and for what purpose the water is to be used.
