The rate adjustment shall be on the basis of a Purchased Power Cost Adjustment Tracking Factor, occasioned solely by changes in the cost of purchased power in accordance with the order of the Indiana Regulatory Commission, approved December 17, 1976 in Cause No. 34614. The rate adjustment applicable to the rate schedules listed in §§ 51.25 through 51.28 shall be in accordance with an annual (calendar year) tracker, which tracker shall be adjusted on the books of the town each February 1, as computed by the town's then current electric rate consultant and approved by the Town Council.
