§ 51.27  POWER SERVICE RATES.
   The following shall be power service rates for the Town of Warren.
   (A)   To whom available. 
      (1)   This service shall be available for lighting and/or power service for customers who are located in the utility's service area.
      (2)   This rate is applicable to any customer whose light and/or power service requirements are such as to require a connected transformer capacity in exceed of 50 kVA.  At the option of the utility, any customer with power service having energy use of less than 200 kWhrs per kW of maximum billing load may be placed on this rate.
   (B)   Character of service. 
      (1)   Service shall be alternating current, 60-cycle,  three-phase  service  supplied through a single set of service wires to a single meter location. The service voltage shall be 240- volt three-phase, three-wire, or such other standard secondary voltage as the utility may, at its option, make available.
      (2)   Any applicant requiring service differing from that to be supplied as herein provided shall provide proper converting, transforming, regulating, or other equipment upon his own premises and at his own expense.
   (C)   Rates.  The rates for electrical energy supplied hereunder shall be as follows:
      (1)   Maximum load charge:  $7.90 per kW of billing maximum load for the month.
      (2)   Energy charge:  $.0134 cents per kWh for all kWh.
   (D)   Rate adjustment.  See § 51.31.
   (E)   Fuel cost adjustment.  See § 51.32.
   (F)   Monthly minimum payment.  The minimum monthly charge shall b the maximum load charge plus the energy charge for the month.
   (G)   Measurement of maximum load and energy.
      (1)   The maximum load shall be measured by suitable recording instruments provided by the utility, and in any month the maximum load expressed in kilowatts shall be the average number of kilowatts in the recorded 15-minute interval in such month during which the energy metered is greater than in any other such 15-minute interval in such month.
      (2)   Energy shall be measured by suitable integrating instruments provided by the utility.
   (H)   Billing maximum load.  The billing maximum load for any month shall be the greater of the maximum load for the month, or 60% of the highest monthly maximum load during the preceding 12 months.
   (I)   Delivery voltage.  Where the utility elects to meter the customer's service at the utility's primary voltage, the measured maximum load and energy will be multiplied by 0.98.
   (J)  Power factor.  The rate set forth in this tariff is  based on  upon the maintenance by the customer of
an average power factor of 85% for each month, as shown by integrating instruments.  When the average monthly power factor is above or below 85%, the capacity and energy charges will be multiplied by the following constants:

Constants for other than the effective power factors given in the foregoing table will be determined from the same formula used to determine the given constants.  Where suitable integrating instruments are not available to determine power factor, an 85% power factor will be assumed.
