(A) When the Town Council orders the permanent improvement of any street or part of street in the town in which there is located any sanitary sewer or water main, the owner or owners of each lot or parcel of land abutting upon such street or part of street so ordered to be improved shall be required to make connection with the sanitary sewer and water main before the commencement of the permanent improvement thereof.
(B) Any person, whether property owner or not, shall hereafter use SDR-35 or better pipe on all new or replacement pipe lines to be connected into the town's sewage system, and all work done on the lines shall be under inspection and approval of the person in charge of the Sewer and Drainage Department of the town.
