113.01 PUBLISHING; PREPARATION.
   (a)    Each ordinance and resolution which is prepared by the Director of Law for each session of Council, on and after May 22, 1986 shall contain a title which shall be a succinct summary of such ordinance or resolution and shall have been reviewed prior to forwarding to Council to insure that the summary, as contained in such title, is legally accurate and sufficient.
   (b)    Passage of an ordinance or resolution containing such summary as contained in the title as prepared by the Director of Law shall be deemed sufficient compliance with the provisions of Ohio R. C. 731.21 and the Clerk of Council is hereby directed and authorized to publish the summary thereof in compliance with Ohio R. C. 731.21, 731.22, 731.24 and 731.25, unless notified otherwise by the Director of Law within three days after the passage thereof.
   (c)    If the amendment of an ordinance or resolution or other matters pertaining thereto, should cause the Director of Law to revise the summary as contained in the title, the Director of Law shall make such revision to the title as is necessary to comply with Ohio R.C. 731.21 and forward such revised title and summary to the Clerk of Council, without further action of Council, and the Clerk shall proceed to the publication thereof as provided in the applicable provisions of the Ohio Revised Code.
   (d)    The publication of ordinances and resolutions by summary as herein provided shall provide notice that the complete text of such ordinance or resolution may be viewed or obtained at the office of the Clerk of Council. The Clerk of Council shall supply a copy of the complete text of any such ordinance or resolution to any person upon request and for such copy a fee shall be charged and collected by the Clerk. The Clerk shall post a copy of the text of any ordinance or resolution at the office of the Clerk of Council.
   (e)    For the purpose also of providing for the provisions of this ordinance within the Rules of Council, such Rules are hereby amended by providing that subsection (a) hereof be enacted as Section 8.10, subsection (b) hereof be enacted as Section 8.11, subsection (c) hereof be enacted as Section 8.12 and subsection (d) hereof be enacted as Section 8.13 of such Rules.
