The Fourth Ward shall contain all that territory bounded and described as follows:
Beginning at a point where the centerline of East Market Street intersects the extended centerline of Adelaide Avenue, S.E.; thence southerly and southwesterly along the extended centerline and the centerline of Adelaide Avenue, S.E. to a point in the centerline of Youngstown Road; S.E., thence southeasterly along the centerline of Youngstown Road, S.E. to a point where the centerline of Adelaide Avenue, S.E. if extended northeasterly would intersect; thence southwesterly along the extended centerline and the centerline of Adelaide Avenue, S.E. to a point where the centerline of Colonial Street, S.E. if extended easterly would intersect; thence westerly along the extended centerline and the centerline of Colonial Street, S.E. and its extension to a point in the centerline of Niles Road, S.E.; thence southeasterly along the centerline of Niles Road, S.E. to a point in the 1976 corporation line of the City as established by Ordinance 8347/76, dated July 12, 1976; thence westerly and southwesterly along the 1976 corporation line to a point in the east right-of-way line of the lands now or formerly owned by the Baltimore and Ohio Railroad (Akron Division) and the 1976 corporation line; thence northwesterly along the east line of the B. and O. Railroad property and the 1976 corporation line to a point in the south right-of-way line of Burton Street, S.E.; thence westerly along the south right-of-way line of Burton Street, S.E. a distance of about 130 feet to a point in the corporation line; thence southerly and westerly along the corporation line and continuing westerly through Pine Avenue S.E. to a point in the west right-of-way line of the Penn-Central Railroad; thence northwesterly along the corporation line and west right of way line and their various courses to the west line of Pine Avenue, S.E.; thence northwesterly along the corporation line and the west line of Pine Avenue, S.E. to a point; thence southwesterly along the corporation line to a point in the low water line of the east bank of the Mahoning River; thence southerly along the corporation line and the low water line and along the original channel of the Mahoning River to a point; thence westerly along the corporation line to a point in the centerline of the new channel of the Mahoning River; thence northerly along the centerline of the Mahoning River and following its various courses to a point where the line common to Perkins Park and Outlot 174 if extended southeasterly would intersect; thence northwesterly along the extended line of Outlot 174 and the rear line of Outlot 174 and continuing along the rear line of part of Outlot 7 to a point in the centerline of Perkins Drive, S.W.; thence northeasterly along the centerline of Perkins Drive, S.W. and its extension to a point in the centerline of Mahoning Avenue, N.W.; thence northwesterly along the centerline of Mahoning Avenue, N.W. to a point where the centerline of Washington Avenue, N.W. if extended would intersect; thence northeasterly on the extended centerline and centerline of Washington Street, N.W. to a point where the centerline of Vine Avenue, N.E. if extended southerly would intersect; thence northerly along the extended centerline and the centerline of Vine Avenue, N.E. to a point in the centerline of Belmont Avenue, N.E.; thence easterly along the centerline of Belmont Street, N.E. and its extension to a point in the centerline of Paige Avenue, N.E.; thence northerly along the centerline of Paige Avenue, N.E. to a point in the centerline of Atlantic Street, N.E.; thence easterly along the centerline of Atlantic Street, N.E. to a point in the centerline of Elm Road, N.E.; thence southwesterly along the centerline of Elm Road, N.E. to a point where the centerline of Woodland Street, N.E. if extended westerly would intersect; thence easterly along the extended centerline and the centerline of Woodland Street, N.E. to a point in the centerline of Laird Avenue, N.E.; thence southerly along the centerline of Laird Avenue N.E. to a point in the centerline of East Market Street; thence easterly along the centerline of East Market Street to a point where the centerline of Adelaide Avenue, S.E. if extended northerly would intersect, which is the true place of beginning.
