The Second Ward shall contain all that territory bounded and described as follows:
Beginning at a point where the centerline of Washington Street, N.W. intersects the centerline of Mahoning Avenue, N.W.; thence southeasterly along the centerline of Mahoning Avenue to a point where the southerlymost centerline of Perkins Drive if extended northeasterly would intersect; thence southwesterly along the extension of the centerline and the centerline of Perkins Drive to a point being its southerlymost point; thence southeasterly to a point in the westerly corner of part of Outlot 7; thence continuing southeasterly along the rear line of part of Outlot 7 and continuing along the rear line of Outlot 174 and its extension thereof to a point in the centerline of the Mahoning River; thence southwesterly, westerly and northerly along the centerline of the Mahoning River and following its various courses to the northerly property line of Packard Park, such point also being an east, west corporation line; thence easterly along the north property line and the corporation line to a point in the east right-of-way line of Mahoning Avenue, N.W.; thence northerly along the east right-of-way line of Mahoning Avenue, N.W. and the corporation line to the east right-of-way line of the lands now or formerly owned by the Baltimore and Ohio Railroad; thence southerly along the corporation line and the east right-of-way line to a point in the northwest corner of the 1973 corporation line as established by Ordinance 7644/73, dated June 19, 1973; thence easterly along the 1973 corporation line to a point in the southwest corner of the 1986 corporation line as established by Ordinance 9655/86, dated March 26, 1986; thence northerly along the 1986 corporation line to a point in the south right-of-way of North River Road, thence easterly, northerly and easterly along the 1986 corporation line to a point in the centerline of North River Road, such point also being in the southwest corner of the 1977 corporation line as established by Ordinance 8515/77, dated October 25, 1977, thence northerly along the 1977 corporation line to a point in the northwest corner of the 1977 corporation line; thence easterly along the 1977 corporation line to a point in the northeast corner of the 1977 corporation line; thence southerly, easterly and southerly along the 1977 corporation line to a point in the centerline of North River Road; thence westerly along the centerline of North River Road to a point in the northeast corner of the 1973 corporation line; thence southerly, easterly and southerly along the corporation lines to a point in the southeast corner of the 1971 corporation line; thence easterly along the corporation line and across North Park Avenue and along the north line of Ivanhoe Street, N.E. and its extension, to a point in the east right-of-way line of the Conrail Railroad, formerly known as the Penn-Central Railroad; thence southerly along the corporation line and the east right-of-way line to a point in the north right-of-way of the Conrail Railroad, formerly known as the Erie Lackawanna Railroad; thence northeasterly along the north right-of-way line and the corporation line to a point in the north right-of-way line of Yale Street, N.E.; thence easterly to a point where the centerline of Clermont Avenue, N.E. if extended northerly would intersect; thence southerly along the extended centerline and along the centerline of Clermont Avenue, N.E. to a point in the center line of Elm Road, N.E.; thence southwesterly along the centerline of Elm Road, N.E.; to a point where the centerline of Atlantic Street, N.E. if extended easterly would intersect; thence westerly along the extended centerline and the centerline of Atlantic Street, N.E. to a point in the centerline of Paige Avenue, N.E.; thence southerly along the centerline of Paige Avenue, N.E. to a point in the centerline of Belmont Street, N.E.; thence westerly along the centerline of Belmont Street, N.E. to a point in the centerline of Vine Avenue, N.E.; thence southerly along the centerline of Vine Avenue, N.E. to a point in the centerline of Washington Street, N.E.; thence westerly along the centerline of Washington Street N.E. to a point in the centerline of Mahoning Avenue, N.W., which is the true place of beginning.
