The First Ward shall contain all that territory bounded and described as follows:
Beginning at a point where the centerline of the Mahoning River intersects the centerline of South Street, S.W.; thence westerly along the centerline of South Street, S.W. to the centerline of West Market Street; thence continuing westerly along the centerline of West Market Street to a point where the centerline of Parkman Road, N.W. if extended southerly would intersect; thence northerly along the extended centerline of Parkman Road, N.W. and continuing northerly and northwesterly along the centerline of Parkman Road, N.W. to a point in the westerly corner of a 3.444 acre parcel of land, such point also being in the 1981 corporation line as established by Ordinance 9023/81, dated March 25, 1981; thence northeasterly, easterly and southwesterly along the 1981 corporation line to a point in the centerline of Parkman Road, N.W.; thence southeasterly along the centerline of Parkman Road, N.W. to a point in the 1983 corporation line as established by Ordinance 9360/83, dated September 30, 1983; thence northeasterly and southeasterly along the 1983 corporation line to a point in the centerline of North Leavitt Road, N.W.; thence northerly along the centerline of North Leavitt Road, N.W. and the 1979 corporation line, as established by Ordinance 8800/79, dated September 10, 1979, to a point where the centerline of North River Road if extended southwesterly would intersect; thence northeasterly along the extended centerline and centerline of North River Road and the 1979 corporation line to a point being the northerlymost corner of the 1979 corporation line; thence east-south-east along the 1979 corporation line to a point in the centerline of the Mahoning River; thence northerly and easterly along the corporation line and centerline of the Mahoning River to a point; thence southerly along the corporation line to a point in the south street line of Tod Avenue, N.W.; thence easterly along the corporation line and the south street line of Tod Avenue, N.W. to a point; thence northerly along the corporation line to the centerline of the Mahoning River; thence northerly, easterly and southerly and along the centerline of the Mahoning River following its various courses to a point in the centerline of South Street, S.W. which is the true point of beginning.
