(a) The seal, designed for the City by William P. McLain, Director of Law, which depicts a map of the State of Ohio within a circle depicted by an industrial gear to denote the modern pre-eminence of the City as an industrial center and locates the City by the placement of a replica of the first log cabin school house in Warren, is hereby approved and adopted as the official seal of the City.
(b) The Director of Public Service and Safety shall cause to be prepared an impression of the seal for use on the official documents of the City.

(c) By December l, 1995, except for investigative and undercover motor vehicles operated by the Police Department or Fire Department of the City, also vehicles in the Court that handle capias, warrants and official documents of the Court, each motor vehicle of the City, or operated by the City, shall be marked, in a conspicuous manner, on the outside at all times with the seal as depicted within this section.
