(a) No person shall throw, cast or distribute any handbill, circular, dodger or placard in or upon any doorstep, porch, veranda, ground or premises of any person, or upon the streets, avenues or alleys of the City for the purpose of advertising any entertainment, meeting, show, theater or wares or merchandise of any kind, or for the purpose of distributing propaganda or political information, unless such person has obtained a permit from the Mayor.
(b) The Mayor may issue such permit upon payment of a permit fee of not to exceed one hundred dollars ($100.00). Such permit shall be valid only for one such distribution. The terms of this section shall further apply to any person engaging in the business of billposting, painting, marking or pasting signs for advertising purposes.
(c) Nothing in this section shall apply to the advertising of merchants or other legitimate business which is permanently located within the City.

(d) Whoever violates this section is guilty of a minor misdemeanor.
