(a) No person shall stick or post, or cause the same to be done, any handbill, advertisement, sign, poster or placard of any description upon any public or private building, post, fence, tree, billboard, pole or other structure whatever, the property of another, without permission of the occupant or owner of the same.

(b) Whoever violates this section is guilty of a minor misdemeanor.
