351.22 RELEASE OF MOTOR VEHICLE IMMOBILIZED BY THE POLICE DEPARTMENT.
   (a)    No motor vehicle which has been immobilized by the Police Department of the City, by the use of a "boot" or other like device, may be released to any person other than the owner thereof, or another duly authorized person.
   (b)   No motor vehicle which has been immobilized by the Police Department of the City, by use of a “boot” or other like device, may be released unless and until each and every one of the following conditions are satisfied:
(1)   Sufficient proof is presented to the Police Department showing that all outstanding parking violation notices issued for that motor vehicle by the City Police Department have been paid in full, including any court costs.
(2)   Payment is made to the Police Department of an immobilization removal fee in the amount of forty-five dollars ($45.00).
   (c)   In addition to the foregoing terms and provisions of this section, no motor vehicle which has been immobilized by the Police Department of the City, and whose immobilization device has been damaged or destroyed since being placed on the vehicle, may be released unless and until the cost(s) of repair or replacement of the immobilization device has been paid in full.
