311.05 PLACING SNOW AND ICE IN STREETS.
   (a)    No person shall plow, push or otherwise place, or cause to be plowed, pushed or otherwise placed, any ice or snow upon the paved portion of any public street, highway, thoroughfare, alley or any other public roadway within the City.
   (b)    Should the proper officials of the City find it necessary or useful to remove any accumulations of ice or snow improperly placed in violation of subsection (a) hereof, the offender or offenders, in addition to any fines or other penalties provided for in this Traffic Code, shall be liable to the City for the reasonable cost of removing the ice and snow.

   (c)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
