924.11 CONTROL OF ADMISSIBLE WASTES.
   (a)   Non-domestic source of wastewater shall discharge sewage or industrial wastes, directly or indirectly, to the POTW without complying with the terms of this chapter, including any subsequent compliance schedules that may be required should additional pretreatment and/or operation and maintenance be necessary.
   (b)   If wastewater containing any substances described in Sections 924.03 and 924.04 of this chapter are discharged or proposed to be discharged into the POTW or to any sewer system tributary thereto, the City may do any combination of the following:
      (1)   Prohibit the discharge of such wastewater;
      (2)   Require the person or Industrial Discharger to reduce or eliminate the discharge of such substances in conformity with this chapter;
      (3)   Require pretreatment, including storage facilities, or flow equalization necessary to reduce or eliminate the objectionable characteristics or substances to achieve compliance with all Categorical Pretreatment Standards, Local Limits and other prohibitions set out in the ordinances;
      (4)   Require the person making, causing, or allowing the discharge to pay any additional cost or expense incurred for handling and treating excess loads imposed on the POTW;
      (5)   Take any other remedial action as may be deemed desirable or necessary to achieve the purpose of the chapter;
      (6)   Determine that the person responsible for the discharge or proposed discharge is a Significant Industrial User (SIU), as defined in Section 924.02. All SIUs will be required to obtain a Wastewater Discharge Permit;
      (7)   Require the Discharge to obtain an industrial waste discharge permit; and/or
      (8)   Provide the Discharger written permission to discharge.
   (c)   All sources of wastewater determined to need an industrial waste discharge permit must apply for an industrial waste discharge permit by submitting to the director all the required information in accordance with the established timelines.
