The purpose of this chapter is to protect the safety and orderly development of the community through the regulation of signs and sign structures, minimizing the possible adverse effects of signs on nearby public and private property, thereby maintaining and promoting property values; and to provide fair and comprehensive regulations that will foster a good visual environment for the City of Warren, while seeking to preserve and protect the public's First Amendment Rights; and enhancing the City in which we live by creating an aesthetic and enjoyable economic and business climate for our visitors and our residents.
