121.02 ANNUAL APPROPRIATION MEASURE.

A proposed, balanced annual appropriation measure shall be submitted by the Mayor to City Council no later than the Monday preceding the first regular meeting of City Council for December of the calendar year immediately preceding the calendar year for which the proposed annual appropriation measure is intended.
