155.11 INSURANCE PROGRAM.
   (a)    The Director of Public Service and Safety is hereby authorized and directed to enter into a contract or contracts according to law with the lowest and best responsible proposer for the purpose of providing group life insurance for City officers and employees, and hospitalization and surgical-major medical insurance for City officers and employees and their dependents for a period of at least one year, and to enter into a contract or contracts according to law thereafter when necessary for the same purposes, in order to provide a continuing program of insurance.
   (b)    Any dividends declared by life insurance companies, including both the City's share and the employee's share shall be assigned and deposited in a special Health Benefits and Life Insurance Fund. Any employee not wishing to comply with all of the conditions of this section shall not be a part of this contract.
   (c)    All moneys appropriated by Council to the various life insurance-hospitalization funds shall be deposited annually in the Health Benefits and Life Insurance Fund.
   (d)    The Director of Public Service and Safety is hereby authorized and directed to expend in excess of the limitation imposed under Ohio R.C. 735.05 for such purpose, but in no event shall such expenditure exceed the amount necessary defray cost of the premium of the insurance.
   (e)    There is hereby authorized in the hospitalization and surgical-major medical insurance for City officers and employees and their dependents, provision for the payment of a prescription drug service program.
   This increased benefit shall be added to the group policy presently in force and shall be included in the proposals, when such policy is renewed.
   (f)   The Director of Public Service and Safety is hereby authorized and directed to enter into a contract or contracts according to law with the lowest and best responsible proposer for the purpose of providing group dental insurance on behalf of City officers, employees and their dependents for the period of at least one year and to enter into a contract or contracts according to law thereafter for the same purpose in order to provide a continuing program of insurance.
   All moneys appropriated by Council for the dental insurance program shall be deposited annually in the Health Benefits and Life Insurance Fund.
