No person shall be employed for over twenty hours per week by the City who:
(a) Has retired from employment with the City and is receiving retirement benefits from the P.E.R.S. or the Police and Firemen's Disability and Pension Fund; or
(b) Has retired from or has been separated from employment with the City and is receiving permanent disability benefits from the Bureau of Workers' Compensation.
(c) Under no circumstances will the use of a consultant be long enough to make that person eligible for unemployment benefits.
