The City Auditor is authorized to withhold the final or termination pay check of all City employees until such time as he has received written notice from the head of the department in which such employee was employed that all items presented or assigned to such employee for use in his employment have been returned to the department.
The City Auditor shall withhold the value of the items from the last pay check or termination pay, as determined by the department head, and pay the balance to the employee.
