155.02 COMPENSATION FOR EXPENSES.
   (a)    All City officials and City employees shall be reimbursed for travel expenses and subsistence expenses incurred by them.
   Such reimbursement shall be made in accordance with the following rates:
      (1)   Travel expenses.
         A.   Where a privately-owned vehicle is used, twenty cents (20¢) per mile. Effective January 1, 1982, reimbursement shall be made at a per mile rate equal to the per mile rate recognized by the federal income tax laws and regulations for employee business expense/deduction purposes at the time such privately-owned vehicle is used.
         B.   Where a common carrier or public transportation is used, the actual amount expended.
      (2)   Subsistence expenses.
         A.   Actual expenses not exceeding forty-five dollars ($45.00) per day.
         B.   Where practical, the subsistence allowance shall be computed on one-half or one-quarter days to properly reflect time spent away from the City on official business. However, each overnight spent away from the City shall constitute at least one day.
   (b)   Notwithstanding the foregoing provisions of this section, no travel expenses or subsistence expenses incurred by a City official or City employee shall be reimbursed unless all of the following conditions are satisfied:
      (1)   Such expenses shall have been necessarily incurred by him/her in the performance of his/her duties as a City official or City employee.
      (2)   Prior written authorization was obtained for travel from the appropriate department head.
      (3)   Where applicable, prior approval for travel was obtained from the Director of Public Service and Safety.
      (4)   Wherever possible, proper documentation is presented in support thereof to the appropriate department head.
      (5)   Proper voucher therefor is filed with the City Auditor, signed by the appropriate department head.
      (6)   Such expenses did not arise while traveling to and from work.
      (7)   For purposes of subsistence expenses, he/she was necessarily away from the City overnight.

   (c)   Effective January 1, 1996, and thereafter, no elected official of the City of Warren shall use, for personal purposes, any motor vehicle titled in the name of the City of Warren or any motor vehicle leased by the City of Warren. In addition, effective January 1, 1996, and thereafter, no deputy or assistant of or to an elected official of the City of Warren shall use, for personal purposes, any motor vehicle titled in the name of the City of Warren or any motor vehicle leased by the City of Warren.
